Pan Handle Scrap Tobacco...what are these??

Recently picked up a handful of these cards. The backs are titled "Champion Women Swimmers". Cards appear early 1900's. Just wondering if anyone has an idea on these?? Thanks-Claude

The set is known as T221, there are 100 in the set.

T230 -- 1913. 50 cards I believe, including Duke Kahanamoku and Avery Brundage.

the key word is "women" without seeing them I believe they are the T221s.

The ACC says
"T221 - Champion Women Swimmers (100) Pan Handle, Lg."
"T230 - World's Champion Atheletes (50) Pan Handle, Lg."
