Tom Barker and National Game sets

I believe these sets are identical except for the playing card side (although please correct me if I am wrong). Does anyone know how it was that two virtually identical sets were produced in the same year? Was it the same manufacturer just producing two versions for whatever reason? Who was Tom Barker? etc.

National Game:

Polo Grounds: (1913)

So where's the Tom Barker? Ain't got one. Both Barker and National Game sets have pretty, and quite different, backs. The Polo Grounds set has a green back with a photo of the Polo Grounds on it.

Cheap way to get your Jacksons...even THEY aren't very cheap anymore...

My Tom Barker Jackson also says "Pat. Mar. 25 1913" on the back just like the National Game.
