R-311 Question

Are the R-311 Leather premiums from the 1930s really related to the R-311 Glossy premiums? Their checklists are very different. The two sets have a few players in common, but even then, most of the time the photos are different. Other than being the same size, is there any reason to believe these two sets should be classified as one?
