So what do we know, now, about PSA/GAI/SGC grading hand-cut cards?

(This thread does not apply to strip cards)
1) GAI no longer will grade them and call them authentic
2) SGC never graded them and won't do it now
3) PSA will grade them IF the individual grader wants to

That said, check out the Payne E-90-3 on the left. Those borders didn't just melt away. How did this one pass through SGC?

Sure looks handcut to me.
P.S. Damn shame that 30-40% of 1909 Obaks will never be graded, no matter how nice they look because of hand-cutting.
