Any thoughts on this "rarest" T-206?

Here is the card described by the seller as 40x rarer than Wagner:

[It's a Dooin portrait, Phila Nat'l, with a gold turtleneck sweater.]

Not sure about the rarity or the seller's claims, so I was curious what other thought.
