This is a real tough one! I was going to say Junior Kennedy but his autograph looks nothing like this one. The first name kind of resembles John Franco's auto but it's obviously not his and he was never #11 as far as I recall. The Reds retired #11 in 2004 when Barry Larkin retired, so it wouldn't be a modern day player signing an old team card. I can't find any other #11 for the Reds that would be a match, so my guess is a minor league player.

Neither one are autographs. Both are early Mesozoic scribing.
