Help with how to block a bidder.

Any help on how to block a bidder is appreciated. I had someone send me a message that I was a fraud and Scammer because his high winning bid was canceled and the item was relisted and it sold for a higher price.

This is on my second ebay account.

The thing is....HE requested to cancel the auction and before I send him a message I would like to place him on the block bidder list but I do not know how.
