It means at the time they looked, only two of that card were given the exact same grade.
Usually it's followed by none higher, if it's the highest graded card or tied with it.

Also, if it's a PSA graded card, it only refers to the PSA Pop Report. Other cards could be graded the same or higher by BGS or SGC.
You could have a POP 2 for a card that is a 6.5, but there may be 100 more with grades higher than that. So in this case, a POP 2 does not help the value since it's splitting hairs between the 101st and 102nd copy.

That's a link to the PSA population report. Always a good idea to fact check a detail like that. I find mistakes about 10% of the time. Just had it with a Ryan card - seller described it as "PSA 9O/C(off center) - only 1 higher". Later in his description he claims "this is one of the top 2". If you look at the population there is 1 unqualified PSA 9, 4 qualified PSA 9's, 9 unqualified PSA 8's. He originally had it listed as "the highest graded" - claiming even though it was qualified O/C it was still a "9" - the highest graded- I took him to task about it and he ended up partially changing his description. I still believe "One of the top 2 is misleading", as there are 4 qualified 9's making his card 1 of the top 5 at best. Further, PSA in their set registry actually deducts 2 full grades for qualified cards - so a 9 O/C would only get credit as a 7 in the set registries. Bottom line, unless it os someone who has become a trusted seller to you - check the facts. |

Most collector's of cards are savvy enough to understand about qualifiers.
