KITS MFG made them. They are/were likely a Cleveland based company as the only thing I find on the internet is Cleveland players. They also made framed baseball plaques in a similar plastic style. Probably sold at the stadium or in Cleveland stores. Or maybe even a giveaway?

They seem to be exceedingly rare, but unfortunately I don't think the pool of collectors is large enough to make them very valuable.
The only one on worthpoint is this Tito Francona that sold for $16.73 http://www.worthpoint.com/worthopedi...aque-485867795 I would guess the Jim Brown is at least in the $50 to $100 range though. Maybe more.
