never seen it and just a shot-in-the-dark on my part - with no manufacturer shown in your posted image, it looks like some sort of game or perhaps a quiz card(?)...
maybe (?) the blank white area is to fill in a the last name of a pitcher nicknamed "The Barber" - SAL MAGLIE - by plucking letters shown in the names listed below, as the letters M-A-G-L-I-E could be found??? while I could be completely full of sh!t *wouldn't be the first time* or totally overthinking this, that's MY (VERY!) wild-ass guess. edited to add: could be a Laughlin / Fleer issue, as the cartoon graphics are very similar. Fleer
It is part of a Fleer sticker set. Fairly tough set too. I have the set and will look up the year of issue later. Fleer issued baseball "sets" every year after 1959 ( Williams) through 1980 before hitting the market with the 81 set. But most were sticker, quiz and logo items, with some old timer cards sprinkled in.

1966---sixty in set. Pretty scarce. Many Fleer items were issued or reissued over several years. I think this was a one year offering
