PSA felt it would not fit properly in the holder without possibly sustaining more damage.

That's odd, it doesn't look fragile at all. Obviously damaged, but not fragile.
I mean, they managed to slab this one which is mostly a collection of creases. http://www.ebay.com/itm/1909-1911-T2...UAAOSwdqRXiEGJ And this one which looks like an entire section has almost come off entirely. Not sure how it's still connected unless there's a bit of glue involved. http://www.ebay.com/itm/T206-Hayden-...MAAOSwRgJXjnMK Do they do the same thing SGC does where you can decline holdering with an A grade?
