I think you're right. It's "20 to a Set" Here's a better example (not mine)

The manufacturer of this set, Decalco Litho, also made a boxing set in the same format and at the same time. Next to card #1 it says:
Decalco Litho Co., Inc., Hoboken, New Jersey. Next to card #20 it says: 20 to a set The legends may be found on other cards too. For example the 20 to a set legend is also next to boxing card #14.
