Photograph assistance

Hello all,
My name is Fritz and I'm asking for some assistance with a picture I found yesterday, from the looks of it, and its somewhat hard to make out, the guys jersy says "Commercial Club", Can anyone help me with finding out where and what time frame this may have been taken? I thank you for your assistance in advance.
