ps...just for humor, I reported them and told the AI bots I physically own them now. I think there is a 90% chance they say the sale is A-OK!!

I should have said 99% but was a little hopeful.
Here is what I said-

"Message: I physically own these cards right now and bought them from ebay about 8 months ago. THis is a sham listing. They are in my office as I write this. thanks"

Here is what they said-

"Thanks again for reporting the listing(s) you found.

What happened:
We looked into your report and didn’t find the listing to be in violation of our policy. This determination was made using automation or artificial intelligence.

If you reported content that isn’t listed below, we’ll send a separate email once we’ve made a decision. "

I believe Ebay's main policy is "Anything Goes." The artificial intelligence they are displaying is by relying upon artificial intelligence to be the judge of these obvious scams.
