Agree with Barry, my guess is it's a postcard.

I saw a different but similar-style early 1900s puzzle baseball postcard, with two old folks in a room surrounded by hidden baseball messages.

Yes it is meant for a postcard and it surfaces on ebay on occasion. I believe seller R3 has one. Dan.

I found it on eBay a couple of weeks ago. Probably could have gone for more if it was categorized in the Pre-1930 Category... but I was happy with the price I paid for it.
