Naive eBay Question

I think I already know the answer to this, but is there an actual number you can call at eBay for help? (Please, stop laughing) If one exists they could probably sell it on eBay. I'd BIN for $5.00. I searched the site over but found no such number. I worked my way through the absurd help maze and filed my complaint electronically, but I want to speak to a live minion.
Yesterday I got a form letter e-mail message from eBay saying that my bank account had rejected them when they dipped in for a seller fee even though my account is open and aok and has been used by eBay previously, even within the week! Then they charged me $15.00 because they couldn't access my working bank account. I want my $15.00 back!

But enough about me. Any advice from the troops would be appreciated.

Just make sure it's not a scam message. Cna't help you on the phone number.

I want to know who comes up with "help" pages. Not just for eBay, but all web commercial websites. There is nothing intuative about them and they offer little if any real help, just a bunch of canned responses to deal with basic crap, not real problems. And trying to get ahold of real person is damn near impossible.
