Default 1991 Topps Desert Shield Question

Calling Desert Shield experts:

In my ongoing attempt to track and record all the various packaging types and numbers, I know that the Desert Shield cards were packed out in the same boxes and cases used for the regular Topps cards - Boxes coded 1-362-70-01-1 and cases coded 362-91.

I have seen cards pulled from wrappers coded the same as the basic Topps wax 1991 wrappers - 0-362-94-01-1.

But this image I found on an auction site with Desert Shield cards surrounding it in a larger version features a blurred wrapper code in which SEEMS to read 0-362-94-00-1.

Does anyone know whether any Desert Shield product was packaged in different wrappers or, for that matter, any different packaging materials than the regular Topps cards?
