I've never seen that before but my guess is they think it is ungraded without actually coming out and saying it.
This is their description of the card. Sounds like it's the best/almost best card around? Stunning. Never does this card surface with such fantastic overall eye appeal. Easily the best PSA 8 we've seen hit any block in recent years and certainly represents one of the finest copies to ever pass through PSA. Almost dead centered with four strong corners, fresh edges, and exceptionally bright surfaces throughout. A truly pack fresh card which has all the eye appeal of a NM-MT+ card. As good as it gets for the issue, far superior to the typical NM-MT example and as such represents a world class investment piece.

PWCC-HE is a sales tactic to promote the higher quality of some cards against some other cards. Most get much higher bids than cards with the same grade because the buyers think the card is likely to get a bump if resubmitted to PSA. Sometimes they do, sometimes they don't.

Just means the card has eye appeal better than the grade in their opinion. The kind of cards people usually pay a premium for with or without the certified high end designation.
I'm actually surprised this one didn't go for more. Looks like it's a good time to pick up some Mantles.
