Default Quick question: 1938 Exhibits vs. 1936

Can a 1938 four-in-one be blue and no brown? I see one graded by SGC as 1938 but it's blue and I just don't see any other blue examples out there. Any way to tell the two apart? Thanks.

Looks to me like 1936s says "PTD in USA" at bottom and 1938s say "Made in USA."

Here goes, they both have two colors but the 1936 can be tough to tell apart, here are two examples-

1936 (Green and Blue)-

1938 all have Made in the USA and two colors- Brown (Common) and Green (Tough)-
