This is why I actually favor Hunt's format. You reserve a phone line and wait for your calls. (I've bid on items with Hunt's at a wedding reception and a college basketball game via cell phone, so you don't have to be chained to the computer all day and/or night.) Everybody else interested in that particular lot is either in attendance or also on a phone line. Everybody bids against eachother and in a relatively brief amount of time, everyone has to lay out their "max" bid. And when the call is over you know you've either won or lost and item and how much it went for.

The whole call back system and 15 minute rule only acts to unnecessarily prolong the above while bidders pussyfoot around with each other.

Alternatively, as Jay suggest, a 15 minute rule on each individual item also makes a whole lotta sense. You only have to pay attention to, and concern yourself with, the items you are actually interested in.
