Actually the risk is greater than the filing fee unless the card is completely worthless before it is "doctored." If the doctoring is unsucessful -- a doctored card has very little value. And, logically the cards that have the best chance of being improperly "improved" and getting the coveted high grade are those that already grade high. So you might have to sacrifice a PSA 6 or 7 to even try to get an 8. And the doctoring is would likely be irreversible and permantly damage the card. Additionally, I believe that only a few people with PSA/SGC etc. actually grade T205s so it is unlikely that resubmission will help as much as it might with a more recent issue.
