I don't feel a PD qualifier would be necessary, but I wouldn't be opposed to a new "SB" qualifier for "surface bubble" since they are usually impossible to see in a scan. I don't feel a bubble should knock a card down 2 grades like a typical qualifier, either.
If I were in charge of grading at PSA my rules of thumb for this type of flaw would be:
1) no card with a surface bubble should get a MINT 9 or GEM MINT 10 grade.
2) a card with a surface bubble should get just a one grade reduction. So if a card would normally grade a 9, the surface bubble knocks it down to an 8.
