I think they are both very tough--but 49 even more so.

For the 100 card 1948 Leaf, there have been 5,842 graded of which 373 are 8 or better.

For the 48 card 49 Leaf Set, there have been 1880 graded of which 161 are 8 or better.

Here is a mint 49 Leaf rarity.
