eBay shipping uses the Commercial Plus pricing.
International pricing use Pricing Groups. The bottom link under Commercial pricing shows you the price group for each country.
Near the top of the page you will see "PE tools". The dropdown area gives you more links, and there is a link for the Zone Chart for Domestic Shipping.
