Yes, those were made for customers to make their own do-it-yourself postcard. They consist of two parts - the front part with a round cutout area with a white border that would frame a photo that you put in from the behind along with a back flap that would be glued down to secure the photo. Here is an example that the Springfield Ponies of the Connecticut State League did for their team.

Makes sense. I thought I had heard/read a similar explanation for the blank Rose postcards in the past but have never seen an example of a DIY card filled in like that.
