You might try some of the strip cards or Exhibit cards. 1922 Eastern Exhibits is a good one. It is relatively small, has a lot of HOFers but only the Cobb and Ruth are expensive. W515 is another that can be shopped. I've picked up about a dozen HOFers from the set for under $20 each in presentable condition.
