Didn't know for sure, but something clicked in my brain and I had a Dr. House type epiphany just now. They were definitely made by "The Arena Publishing Corp."
Published a Magazine called "The Arena" in the late 1920's to early 1930's I believe. Out of Philadelphia. Mostly Boxing and Wrestling, but mixed in other sports and physical culture also.
Similar style to Self-Defense magazine of the same time period.
I've yet to find the exact ad, but I'm guessing they were perhaps giveaways with a subscription to the magazine.
I've had these for years and years and I never could quite put my finger on what they were, until now. I'll post some picture proof later, when I get a chance.
