from what i can make out of the writing around the perimeter, i think i see an ampersand (&) sign. So that would favor either "lowe & campbell" or "spalding & bros."

can you post a picture of the full reeded shin guards? That might help, and perhaps someone else here with better eyesight can pin it down!
