Anthony N.They have jumped around a bit. I think the ones starting with a 5 were to designate cards graded on site, but not positive. A couple of years ago everything was coming back starting with 3, before there numbers starting with 9 were common.
A year or so ago there was a lot of talk on the CU board about certs starting with 0 selling for less because of the perception they were graded early on with laxer standards. As soon as this started appearing in ebay auctions and seemed to gain acceptance PSA started issuing certs starting in 0 again to circumvent the stigma.
