From www.baseball-reference.com, there was no Northwest League in 1919

1920 Pacific Coast International League B Spokane Indians
1918 Pacific Coast International League B Spokane Indians
1917 Northwestern League B Spokane Indians
1916 Northwestern League B Spokane Indians

And sometimes in those days, the "1919" champion might have meant the team won in 1918. However, from Wikipedia, Spokane (and the PCIL itself) didn't do too well in 1918
