Bruce & Travrosty are right on this one. I own a business and we have had companies we've never done business with send us toner on several occasions. It has not happened in a while, but as I recall our attorneys told us to keep the toner or throw it away and not pay. I think this is a pretty common scam. I guess I should put out the disclaimer that I'm not an attorney or USPS expert -
