I don't think it is the Giants, they didn't use the Orange and black scheme until the early 1930's. In 1920 they used red and blue I believe (all my books are packed up awaiting the movers). But of course you can't always go by colors when it comes to judging pennents, I had a 1940's Jersey City Giants pennant that is yellow and black, as far from their real red, white and blue colors as you can get.
The "NY" is similarly ornate like the Giants but markedly different, this one is overall square while the Giants "Y" on the their "NY" extended below the "N" like the current Mets logo.
My gut tells me it is a generic souvenir pennant commemorating the city or state. Very classy looking pennant.
