Default PSA Label Differences

I am a new member of this forum and recently resurrected my desire to collect cards again. I have decided to collect HOF rookie cards with a desire to complete a card set from the 50s in the future (I am still trying to figure out which set), and thought I would start with those HOFs with rookie years in the 70s and 80s. I prefer to purchase graded cards and was curious to know why the labels in the PSA card holders are not consistent. How often does PSA change the design of their labels? Are the differences a direct result of fraud prevention? I have included two examples below that have different label designs (FYI: The front and back of these example are not from the same card). Any help or insight would be appreciated.
