Globally, your #1 is probably accurate, but from there it goes by taste. On a pre-WW2 vintage board, you'd probably not get overwhelming support for the '52 Topps Mantle being the #2 desirable card. It being the second most recognized globally might be a different discussion, though.
Truth be told, if I had a T206 Wagner, I'd sell it because it is so universally acclaimed in order to get cards that are more desirable to me. My point is that desirability is a personal choice. So, the question really is, "What is your #3?"
