It's an old chrome display case, commonly mounted to exterior walls of theatres, drug stores, etc. The case locks shut and has a thermometer built in at the top center. There isn't any manufacturer data on it. I picked it up a couple of years ago; I like to use old cases and racks display things as they were originally presented. Here are a few other examples:
