A "warrant for his arrest" and a "warrant from REA" are two different things entirely. The first is part of a criminal procedure, and I see nothing in your links which indicates something other than Mr. Nash was being investigated by the criminal authorities.
By a "warrant from REA", you are presumably referring to the civil disputes and judgment REA has against Mr. Nash. These are civil, not criminal matters, and there would not be any arrest warrant issued.
