PSA graded a couple of blue ones a few years ago, and perhaps this is from that bunch. And if so, they were already called out for the error.
I don't know if the holder has been tampered or faked. There are many others who can better detect that that than I. The top label looks wrinkly, but I don't know if that proves anything.
