I would think so. The E123 was produced in 1923. Hugh Managed the Sox through 22 and then it looks like he took a year off before becoming a scout in 24.
So in 23 he must have been kicking back and studying up to become a scout because when you look at the pose on the E123 card, he is either reading up on scouting or reading the Baseball Encyclopedia or some very large book

I have an e123 type card of J Mcinnis which I like because it shows him in a Red Sox uniform but I think this would qualify.
