I'm not sure your hypothetical is valid - if a seller is known to have been dishonest, then I wouldn't assume "the card was what it was advertised to be" to be true. I'd be worried that the card is misrepresented in some way, or the seller will shill me up, etc. I don't think the two can be separated.
