Default Grading of 1970's Kellogg's Cards

I've recently started working on a 1970 Kellogg's Baseball and a 1973 Kellogg's All-Time Greats sets and have found grading to be all over the place. My assumption going in was that any card that showed an imperfection (crack, surface scratch and of course a crease) would be graded at VG at best. In buying cards off of Ebay what people call as MINT certainly leaves me baffled, that is they can contain any or all of the above. I certainly understand people overstating grades but I've also purchased two PSA 8's and both show cracks in the card surface. The cracks stay within the border (don't enter the picture) but they are visible without any magnification assistance. Can anyone provide some insight?
