Found this card in some of the Topps Archives reprints and wondering what the story is on it. States on the back:

Were there many of these? Were they handed out at the door or something? I am guessing it does not have much value, but you guys would know better than I. Also, and this may be a real dumb question, but being that I have not been big into collecting cards until recently, what is the East Coast National show?
