First of all, it does not really matter that the matches are missing, as most matchcover collectors do not collect full books, for both space and safety concerns. Unfortunately, the value of a matchcover is reduced when the striker (where the matches are ignited) is used or (even worse), in your case, removed ("bobtailed" in matchcover parlance).
It's still an interesting association item which would have more value to a baseball memorabilia collector than a matchcover collector. I can't see it being worth more than $10-20, however. Just an educated guess.
