I wonder if a District has some relationship to US customs bonding or is a tax district after seeing this (admittedly more current):

Given that there were tax stamps on the tobacco packaging a taxing district is plausible.

Has anyone ever done research at Duke University on this or any other aspect of tobacco and tobacco card production? That would seem to be the logical university library to really delve into such matters.
