Jeff D.What you're looking for is a scanner with a CCD (charge coupled device). That's what enables the scanner to see through the plastic and scan the card and flip clearly.
Despite the suggestion above (nothing personal, sorry) I would advise against an all-in-one. Most of them do NOT include a CCD and create poor quality scans for graded cards.
I use a Canon CanoScan 8800F and love it. I paid about $200 for it about a year ago. Here's a sample scan:
