Interesting but very difficult topic methinks.
I lean toward putting them in T206 and don't feel quite as rough about it after reading my '67 Burdick and seeing that he had a bit of difficulty.
At least, it seems so as he mentions T206 twice in his very brief exposition
of T213 on p.64:
T213--Baseball series, Coupon cigts. designs of No. T206 .25
2 types: name in brown as No. T206,or name in blue. On card
or heavy paper. Issued 1914-15 and includes Federal Lg. Many team
changes. Name in blue value .35 .
