Which set is considered tougher? And same HOFers in same condition - which sets singular HOF cards are considered more valuable (ie 1922 Cobb vs 1916 Cobb, or 1922 W.Johnson vs 1916 W.Johnson)

I am not too familiar with these sets, but I do know to throw SMR out the window when pricing these cards.
