Default Bill McGowan Umpire School Postcard

Is anyone familiar with this item? I am trying to determine if Bill McGowan, HOF Umpire, is pictured himself on this postcard which originates from a small postcard set produced by his Umpire School in FLA from 1949-1951.

Any assistance is greatly appreciated.
