If you make a copy of a coin or paper money that looks identical, you will be in big legal trouble (think counterfitting). This does not apply to cards. It would be nice if the law required a stamp on the card, but it is very unlikely. When it comes to any collectible item, knock offs are a part of the scenario. Don't think for a second this is only applicable to cards.
