Matt, where does it say that? From what I read, all a deadbeat would have to do after the NPB has been filed is to reply to the NPB in any way (type anything in response) and they will then be free to leave negative feedback. You can still get your FVF refund, and he gets a strike, but the negative stays unless they happen to get NARU'd sometime in the future.
