My understanding is that they call the submitter and negotiate an agreeable compensation amount for the downgrade i.e. pulling realized prices from VCP. They do not want erros in the marketplace, but do not pull a PSA and crack the card out and send it back without telling you. Then tell you the holder was tampered with after you call.
